The Administration has taken control of the country, and everything has changed for the city's homeless youth. Now they are forced to work in the Towers, with no hope of escape. Seventeen-year-old Ally works long, hard hours in the laundry and is resigned to her fate. She can even cope with the cruelty of the guards, because living in the Towers is still better than the tunnels where she used to live. But as lavish birthday preparations are in full swing for the Towers' charismatic overseer, Ally's boyfriend, Bon, vanishes without a trace.
